Job Overview:
GrizzlyTrek is currently seeking one Commissioning LOTO & Permitting Coordinator to join our team at an Alberta industrial project site. This is a contract position, ideally suited to an individual committed to excellence and safety. The successful candidate will be responsible for managing the Permit Center, with a focus on the issuance, control, and organization of Safety Work Permits (SWPs) and energy isolations (LOTOs) to support safe execution during commissioning and start-up activities.
Primary Responsibilities
Responsible for managing the Permit Center, especially with regards to the issuance and organization of Safety Work Permits (SWPs) and energy isolations (LOTOs).

Expectations
HSE
Adheres to all Project site-specific safety directives, initiatives, standards, policies and procedures.
Acts as a Safety Ambassador, planning and participating as a proactive Safety leader in all site safety drills and practices. Actively participates in regular site inspections, safety meetings and tool-box sessions.
Ensures all accidents/incidents are promptly reported.
Commissioning
First 3-months
Get up to speed as quickly as possible; understand the CSU Execution Plan, Project schedule, establish relationships with key contacts you will be working with.
Work with the CSU Commissioning Coordinators to understand the number of Systems, boundary isolation points, Commissioning plans/procedures and then define the materials required for installing LOTOs and Permitting. Ensure these materials get ordered and in place prior to start of CSU permitting activities.
Complete the Safety Work Permit (SWP) training.
Read and understand the SIMOPS Plan for the site (SIT Plan) and your role.
Permit Center Readiness
Work with Construction Site Services to define the layout and furniture requirements for the Permit Center. Note the Permit Center will be common for both the Construction Hazardous Work Permits (CHWP) and the CSU/Operations SWPs.
Permit Center Management
Ensure all CSU Permit Issuers manage the SWP process according to EH&S Standards. From request, to work execution and final sign-off.
Ensure SWPs are conducted to a high standard, conducting thorough risk analysis (as per the SWP) for high-risk tasks such as hot work, confined space entry and electrical isolations and that all required documentation and signatures are present before approval.
Energy Isolation: Ensure all Lock-Out/Tag-Out (LOTO) or energy isolations are in place before allowing work to proceed. Maintain an organized Permit Center for active LOTO’s. Assist with installing LOTO’s in the field, as required.
Job Site Monitoring: Ensure all Permit issuers perform pre-work inspections as per requirements, verifying job site readiness.
Auditing: Conduct regular field audits to ensure ongoing work complies with the issued SWP's conditions. Complete the “Basic Safety Process” (BSP) forms as these audits are conducted.
SIMOPS Plan Responsibilities
Lead daily permit center planning meetings with CHWP and SWP issuers, to identify and resolve potential conflicts from simultaneous operations (SIMOPS) in adjacent areas.
The CSU Permit Center Coordinator will be responsible for maintaining an active list of the following, including an effective means to communicate this information to all Permit Receiving personnel:
Site wide bulletins
Notices Of Energization
List of CSU Owned systems
Plot Plan Map of CSU/Operations controlled areas
Plot Plan Map of live piperack commodities
Qualifications & Experience
Must be a seasoned Operator with extensive Permit Center experience in major projects.
Familiar with SIMOPS Phase protocols as sites transition from Construction to Operations.
Certifications (Academic, Professional): Power Engineer (min 4th Class), or Journeyman Interprovincial Red Seal, or Process Technician/ Technologist or Professional Process Engineer required or equivalent Safety Experience
Experience (Role and Industry Specific): 10 years’ Operations work experience; 5 years leading commissioning and start-up activities.
Experience in Commissioning & Startup of industrial gas, power generation, and chemical facilities, cryogenic technologies, air separation, syngas, and CO2 capture preferred.
Required Safety Certification (OSSA & CSTS): Construction Safety Training System CSTS-20, Fall Protection, Confined Space Entry & Monitoring, WHMIS, H2S Alive.
Experience with Enablon Electronic Permitting Software considered an asset.
